About Sentalica

Uganda's Procurement Intelligence.

Every road. Every hospital. Every school. Every water system. Every public project begins with a procurement decision. But the information behind those decisions is often fragmented across procurement portals, company registries, contracts, audit reports, PDFs and institutional records. Sentalica connects the dots.

Uganda's Procurement Intelligence

To build the digital foundation for transparent, intelligent and accountable public procurement — starting in Uganda and expanding across East Africa.

Year 2022

The first intelligence layer

Initial knowledge graph architecture begins connecting procurement entities, suppliers and public records into a single queryable layer.

The legacy procurement assessment is introduced as a structured framework for assessing procurement performance across procuring entities.

The principles behind everything we build

What guides us

The principles behind everything we build.

Evidence before inference

Every intelligence signal should be grounded in evidence that users can examine and understand.

Connection over isolation

A tender means more when it can be connected to the entity, supplier, contract and audit trail around it.

Intelligence over information

We do not simply collect procurement records. We help users understand what those records mean.

Access creates opportunity

Procurement transparency only matters if businesses and institutions can actually use the information.

AI should explain, not obscure

Artificial intelligence should strengthen human decision-making, while keeping insights traceable to evidence.

Neutrality matters

We present evidence and analytical signals without promoting political narratives or predetermined conclusions.

From the founder

Public procurement should inspire confidence.

Sentalica was founded on a simple belief: public procurement should inspire confidence.

Too often, important projects begin with good intentions but the information needed to understand their progress, performance and outcomes remains fragmented and difficult to access.

Businesses miss opportunities they are capable of delivering. Financial institutions hesitate to lend because they lack reliable information. Development partners struggle to measure outcomes. Public institutions operate with information distributed across multiple systems.

That is why we are building Sentalica. A digital foundation for transparent, intelligent and accountable public procurement, starting in Uganda and expanding across East Africa and beyond.

We believe better information leads to better decisions. Greater transparency builds trust. And trust creates opportunity.
