Canonical identity

Records resolve by official source identifier, then canonical identifier, then documented aliases and normalized names. Ambiguous matches enter a resolution queue; critical claims are never attached because names merely look similar. Publisher OCIDs are attributes of Sentalica's internal procurement UUID—not fabricated primary keys.

Derived metrics

A supported metric discloses its formula, period, sample size, evidence count and coverage. A dimension remains Not assessed when required data is absent; no universal confidence score is substituted.

Relationships

Observed edges reproduce explicit source relationships. A derived shared-director connection exists only when two observed DIRECTOR_OF edges share a person and always exposes those supporting edge IDs. Paths are bounded to three hops with cycle detection and deterministic ordering. Topology does not imply collusion, conflict, corruption or wrongdoing. Beneficial ownership is recorded only when a source explicitly classifies it.

Projects and capital

Funding commitment, disbursement, procurement estimate, award, contract value, approved variation, certified work, payment and final actual cost are distinct facts. Contract value is not project cost; disbursement is not payment; award is not expenditure.

Contract Finance

Public records and private applicant evidence are reconciled deterministically as match, conflict, not published, not provided or requires review. Private documents do not become canonical public evidence. Sentalica supplies evidence and does not make a lender's decision.

Monitoring

Monitor combines watch_items with source-backed object_events. Material events retain object, event type, timestamp, source, previous and new values, evidence reference and materiality; Dashboard and Monitor consume the same event truth rather than AI-generated urgency.

Privacy and integrity

Public and private evidence remain separated. Privacy controls are designed around Uganda's Data Protection and Privacy Act, 2019. Where captured, source-document hashes provide an additional integrity reference for stored artifacts; hashing is not represented as universal.

Known limitations

  • IFMS payment data is not currently available; payment behaviour is not assessed.
  • Some e-GP endpoints are login-gated and some bidder identities are not published.
  • Historical coverage varies by source; OAG extraction may be document/manual.
  • Beneficial ownership requires explicit available registry evidence.
  • Programme outcome evidence is incomplete where publishers do not disclose it.

Corrections and version history

Version 2.1 retired the unsupported public PCI methodology, introduced current source statuses, separated evidence state from dataset availability, and documented canonical relationships. Report a record issue or methodology correction through the data correction channel.
