What you will do

Build intelligence methods

Translate procurement rules, market behavior and institutional context into defensible analytical frameworks.

Shape PCI and risk signals

Help define metrics, thresholds and explanations that users can trust.

Produce institutional insight

Create briefs and analysis for users who need evidence-backed procurement decisions.

Work with product and data

Ensure data systems capture the right context and product flows explain complexity clearly.

What success looks like

First 90 days

  • Review current intelligence methods.
  • Map priority procurement questions.
  • Define signal documentation standards.
  • Produce initial supplier/PDE analysis templates.
  • Identify gaps in source evidence.

First 6–12 months

  • Strengthen PCI methodology.
  • Build repeatable intelligence products.
  • Improve risk and benchmarking outputs.
  • Support institutional pilots.
  • Train team members on procurement context.

What we are looking for

Must have

  • Deep procurement, public-sector, research or governance experience.
  • Ability to reason from evidence.
  • Strong analytical writing.
  • Comfort working with technical teams.
  • Judgment about uncertainty and overclaiming.

Strongly preferred

  • Uganda/East Africa procurement knowledge.
  • Experience with public finance, audit, compliance or market analysis.
  • Experience turning research into operational products.

Nice to have

  • Data analysis skills.
  • AI/data product experience.
  • Development-sector experience.
